Gananoque council approves bylaw on additional residential units

Gananoque council on Tuesday gave third and final reading to a bylaw amendment that could shape how additional residential units (ARUs) are built and serviced in the town.

The bylaw, first introduced in early March, has sparked debate over its requirements for independent water and sewer connections in detached secondary units. Proponents say the changes will protect municipal infrastructure, while critics argue they could drive up costs for homeowners looking to add rental or family housing to their properties.

At the heart of the discussion is a simple but crucial question: should additional residential units be required to have their own water and sewer lines, or can they tap into the primary residence’s existing connections?

Public Works staff was firm in its stance – sharing is not an option. Officials have pointed to risks of contamination, backflow issues, and long-term maintenance headaches that could arise from extending services from the main house to a secondary unit. If ARUs are built with their own independent connections, they argue, the integrity of the town’s water and sewer systems remains intact.

The counterargument, raised at a March 4 public meeting, suggests that a properly installed backflow preventer could mitigate these risks without the financial burden of requiring separate service lines. The matter was referred back to public works for review, but council had been poised to uphold the stricter standard.

The bylaw amendment aligns with Gananoque’s broader strategy to address housing affordability and encourage development. By regulating secondary suites – now rebranded as additional residential units – the town aims to balance growth with responsible infrastructure planning.

The amendment passed Tuesday sets a precedent for how Gananoque handles infill housing and multi-unit properties in the years to come.
