Gananoque council seeks more information before survey on downsizing

A proposal to publish a public survey on reducing the size of Gananoque town council has been deferred, with councillors requesting more background information and discussion before seeking residents’ input on the matter.

The motion, brought forward earlier this year by Coun. Patrick Kirkby, directed staff to examine the potential implications of council downsizing and to report back by May 2025. The matter returned to the table at the May 20 council meeting in the form of a recommendation to conduct a public survey and bring back results by no later than August 2025.

However, the recommendation did not move forward as presented. Councillors instead agreed to postpone the decision to ensure more discussion and clarity before soliciting public feedback.

“Then have the representation, the democracy, the background story, and then have the debate on whether this is council’s recommendation, before it goes out to the public,” said Coun. Anne-Marie Koiner, suggesting the matter requires a fuller airing before launching a formal consultation.

Deputy Mayor Vicki Leakey voiced concern about the potential trickle-down effect a reduced council could have on local operations, such as committee participation and governance logistics.

The staff report recommended a survey be posted on the town’s website and social media platforms, asking residents to vote “Yes” or “No” on whether council should reduce its composition from six councillors to four, plus the mayor. The proposed change, if approved, would take effect at the start of the next council term in November 2026.

Staff cited a potential cost savings of $35,940 in 2027 alone, stemming from reduced remuneration. According to the approved council remuneration bylaw for 2027–2030, each councillor would receive an annual base salary of $17,970 starting in 2027, with yearly increases tied to the Consumer Price Index.

For now, the matter remains with staff, which is expected to report back to council with more information on the matter.”
