Brockville seeking approval for Multi-Use Recreation Facility building permit costs as project remains shovel-ready

Brockville city officials are being asked to approve more than $109,000 in building permit fees tied to the long-planned Multi-Use Recreation Facility (MURF) project at the Brockville Memorial Centre as the development seeks other potential provincial and federal funding opportunities.
A staff report going before Brockville’s General Committee on Tuesday, May 19, 2026 recommends council approve a total of $109,663.60 in permit-related costs for the proposed large-scale construction and renovation project, which will reportedly come from the city’s arena reserve.
According to the report prepared by Director of Operations Phil Wood and Project and Asset Coordinator Travis Raison, city staff have already submitted a building permit application for the future MURF project, which marked “the completion of years of detailed design work for the proposed redevelopment and renovation of the existing arena facility.”
With the application process now complete, the MURF project is now considered “shovel-ready,” meaning construction can get underway once funding is available from the provincial and federal governments.
Under Ontario’s building code requirements, the city must obtain a building permit through the municipal chief building official before construction can proceed.
Based off of the project’s size, building features and occupancy classifications, the total permit cost is $109,663.60 and according to the report, the majority of the cost — approximately $106,589 — relates to alterations planned for public and commercial building space within the recreation facility.
City staff explain that the expense had not previously been budgeted separately and therefore requires council approval under the city’s user fee and building bylaws.
If approved, securing the permit funding would allow the city to maintain their momentum on the MURF project while awaiting future government infrastructure funding opportunities.
