TLTI ponders $2.1M increase for water storage project

A proposed $2.1-million increase for a major water infrastructure project, a bridge rehabilitation contract, and measures to address a nearly $590,000 operating deficit are among the key items facing Leeds and Thousand Islands council this week.
Council’s agenda includes a recommendation to add $2.1 million to the budget for the township’s water storage and booster pumping station project and authorize staff to obtain construction debt to finance the work.
If the measure is approved, Dalcon Constructors Ltd. will be awarded the contract for the project at a cost of $6.6 million, inclusive of net HST.
Council will also consider awarding a $367,213 contract to G. Tackaberry and Sons Construction Company Ltd. for the rehabilitation of the Black Rapids Road bridge. Staff is recommending an additional $111,000 be added to the project’s capital budget, with the money coming from the bridge reserve.
Financial matters also feature prominently on the agenda.
Council is being asked to approve the township’s 2025 audited financial statements and transfer a total of $588,421 from reserve funds to cover the year’s deficit. The recommendation calls for $441,316 to come from the working fund reserve and $147,105 from the contingency reserve.
Members will also review a proposed capital carry-forward budget of $1.8 million in tax-supported projects and $3.1 million in water and wastewater projects.
Planning matters include zoning bylaw amendments for properties at 1 Lone Tree Island and 161 and 164 Ivy Lea Road, as well as a request to remove holding provisions from lands at 151 Fitzsimmons Road.
Council is also expected to approve Community Improvement Plan grants totalling nearly $11,000 for properties at 239 Back Street and 436 Lyndhurst Road.
Other items include the appointment of Coun. Todd Robertson to the Leeds County OPP detachment board for the remainder of the current term, bylaws dealing with “lame duck” council restrictions and the 2026 municipal election compliance audit committee, and a proposal to install a memorial bench honouring Dr. Briggs at Seeley’s Bay Harbour.
Township of Leeds and Thousand Islands council is scheduled to meet Monday at 6 p.m. in the Lansdowne council chambers.
